One change order is rarely a disaster, but the sum of them can break a project.
Conditions change, the client asks for an adjustment, the ground turns out worse than the documents suggested. Change orders are a normal part of construction. What shouldn't be normal is how many of them were foreseeable, sitting in the bid package before the price ever went in. A large share can be traced back to something already there: unclear responsibility, a hidden requirement, a contradiction between documents, or a technical condition that never reached the estimate. Caught during bid review, that risk might cost a question to the client. Discovered after construction starts, the same risk costs time, margin, and often the client relationship.
What a missed change order actually costs
A single change order costs more than the line item suggests. Beyond the direct price, it pulls time from the project team and adds uncertainty to the rest of the estimate. Those costs rarely make it into the number, which is why change orders are so easy to underprice, and why a single one, misjudged, can swallow a large share of the project's margin.
Brickanta's report The Cost of Standing Still shows the scale. It estimates that roughly SEK 164 billion in value is lost to weak productivity in Swedish construction every year, and that 85% of projects run over budget while 75% finish late.
The question worth asking is not only what a change order costs once it appears, but what catching it earlier would have cost instead. Usually far less: a question before the bid, a clarification from the client, a reservation in the estimate. Sometimes the cheapest option of all is deciding not to chase the project.
Why the risk stays hidden
A bid package can run to hundreds or thousands of pages. The estimator, project manager, and lawyer rarely have time to read every line with equal care, and the risk tends to sit in the lines that get skimmed. A drawing puts the ceiling height at three metres while the description says 2.7. A warranty period quietly stretches from five years to ten. A responsibility boundary between two trades is left undefined, so nobody prices it. Each looks minor on a first read, and each can turn into a change order once work is underway.
From reactive to proactive
With AI, risk detection can be moved earlier, before the price and responsibility is locked in. The estimator, lawyer, and project manager still make the calls. They just make them with more of the picture in front of them.

In bid work, a flag without a source only creates more work.
Construction has long accepted that much of its risk shows up late, after the contract is signed, after work begins. That's harder to defend as margins tighten, projects grow more complex, and document volumes keep climbing. The contractors who pull ahead won't just handle change orders better when they surface. They'll see them coming before they turn into costs, and that begins with sharper bid review and better questions before the bid goes in.
